In order to convert files from .wma to MP3 on vista - do I need to download a converter?

NCH Software is a regular software company who specializes in audio, and video editing software. So yes, it's perfectly safe to download Switch. I have it on my computer now. And it works just fine. (And it wont give you viruses) Vista does not have software included with it that will convert from one format, to another.
