Transfer plates and tickets?

purchased a used vehicle on the 18th of june and the dealer puts my old license plate on and tell me all I have to do is get insurance and go to the secretary of state and purchase new tabs. I go to secretary of states office on the 29th of june to get my new tabs but can't get them because the title is not in my name, driving home I get pulled over and get a 130.00 ticket for not getting tabs and having my old plate on the new vehicle (in which the dealer put them on the new car) and I explained I tried to get the tabs but the title is not in my name yet that it can take up to 30 days and they gave me a ticket anyway and told me I should know the law?! Unbelievable. How do I get out of this ticket. I am jobless, homeless and in such a hardship in fact I just was in a car accident and my seven year old car was totaled and I could only afford this $1,000 vehicle due to fact that what was left from the insurance paying off my old vehicle/home so now I am up against police officers that are not there to help you but to persecute you for not going to law school. what is this world coming to can you sue police officers for indecencies?"
